No

You will have an assigned IP by the router.

Same web/router ip but not machine ip.

Well answer this for me.

I was at CokeThatUSnort@JSP's house (link to him in my Guild member list).
I went over his house to play ladder slasher.
This means we were on the same internet connection.
We both are locked and I can't seem to find out why.
How ever JSP traces their IPs, will they get the same IP if they traced us?
Which IP do they trace?

I'm going to guess they trace the registration IP as well as each posts IP. Every post you make get's logged along with the IP it was posted from.

So they should be able to trace a few different posts of mine and his to prove me and him aren't multis?

Yes you will have the same IP address if you are connected to the same router.
If that is the reason you are locked, they cannot prove that you aren't his multi.
