unless your in a vod, then a heavy ac tank is good, (around 80 ac will do) or a wf/barb damage reduction tank, like 50+ dr, with extra casters for healing.

tanks are not useless, but to get consistent parties late game you better have some dps too.

Alright, I don't know really a whole lot about this game, as I am just a light casual player for ddo. But why do tanks not use a shield? would it not help? I just kinda want that explained to me, I mean you don't need to go into much detail, just the general ins and outs, I will get it.

Defense is underpowered at end game content, so more dps is preferable.

dex based ac toons, rangers, monks, rouges. usualy lack shield profecency, and with monk it would un-center them. most of the time these toons dual weild and take feats to increace ac when dual weilding. ac toons like fighters and pallys will usualy use a sheild when tanking.

but as ang said late game ac is shit. unless you can hit 80 ac shit will hit you so kill it b4 it kills you speed and high dmg out put is the key.
