Wiz is recommended if you need to learn the spells.
Essentially end game its...
Sorc = Power (More SP and quicker casts, but you can only swap out spells after a 3day wait.)
Wiz = Versatility (You can quickly swap spells depending on what dungeon you're running. Also note skill points are based off of int, so a wizard will likely have many more which can be used for haggle, balance, or whatever. Both will max conc and likely UMD)
SorcRace - Human (Others are Drow or WF, but unavailable to you)
Stats -
Max Cha, then max con, rest into dex for reflex saves or int for skill points/lvl. Use your human adaptability increases on cha.
Feats -
Level 1 - Empower Spell / Toughness
Level 3 - Extend Spell
Level 6 - Maximize Spell
Level 9 - Heighten Spell
Level 12 - Spell Penetration
Level 15 - Greater Spell Penetration
Level 18 - Force of Personality
I'd start with hypnotize and Niac's as your spells. At charm person is nice. 4/5 get web and resist energy. 6 haste. 7 prob blur and fireball. 8 is Wall of Fire! then you'll be able to decide what fits you best.
WizRace - Human (Others are Drow or WF, but unavailable to you again)
Stats -
Max Int, then max con, rest into str i'd say. You don't need dex for reflex saves as you'll likely take a feat that cinverts your reflex saves into int rather than dex. Use your human adaptability increases on int.
Feats -
These will be similar to the above, but you can add in a few extras like insightful reflexes to use int over dex for reflex saves.
You will likely use the same starting spells.
