Yes mileage will stay for sure, it is incorporated with cera, you get 1% back of each cera you spend, but the items are supposed to change every once in a while, so idk if it will always have FP pots.
Also, since it ties in with cera its not 100% it will always be 1 mileage per dungeon clear, they could completely remove that.
