Can I use it with WhirlWind?
or do I need to use something else?

I mean it says it works with total loss of control. Generally stuns i assume. I was never sure if it worked with things like blind, as that is not technically a "total?" Loss of control? Or does all controls classify as "total"? I dont know but it would not work on a barb or dh that does not have stuns or controls
