Or maybe this 7-day cycle repeats over and over again so I'll get a ton of these and this is a really dumb question?

I "think" it resets after the 7 days.. I played the beta and If I remember correctly it keeps going.

Claim it. You can extract it and use it whenever you get a new item that’s better and just transfer back to it.

Ok, one more stupid question because I couldn't find an answer in the couple articles I read:

When you overwrite the power on another legendary, you lose the ability to extract the power that was originally on that legendary, right? So when choosing an item to overwrite, you should pick something with a power you don't need anymore?

Yes - because you destroy the item in the progress. If you extracted it. You will only lose the power on that item if you overwrite it
