Thus far they just had it running on an android emulator in a PC. They realize how god awful it is, decided to port the code base to PC, and announce diablo IV the following year.
They might have if they ever cared. The fact that they agreed to work on a mobile Diablo game in the first place tells you all you need to know how much they care.
It’s just a well payed corporate job for them. Developers care much more about the code and coffee quality then about players experience. And managers care mostly about their stock options which will probably go up close to Immortal’s release. Because it’s a mobile game and that’s where the money is. Being laughed at during Blizzcon was just a cost of running a business.
Does this bode well for the company or for the future of Diablo? Of course not. But why would they care? They can always go get a comparable job somewhere else.
