Theres def good and bad sushis in both Japan and Usa, but the overall standards of quality is way superior in Japan. There's many reason for that, and yes it's related to where it's being made. There's an expertise about sushi in Japan that you could hardly find in anywhere else in the world. They have access to better rice. Access to better ingredients for sushi overall. (There's like 50 diff type/quality of shoyu in your local grocery store there for example...)
Ok we are getting far from the topic... But if go back to poutine, thing is, fresh curd (fresh of the day, not refrigerated), which is essential for a good poutine, is not available everywhere in Canada, my buddy lived in Ontario and Alberta and could never find the room temperature fresh one, always some 1 week old refrigerated crap... So yeah it matters where it's being made...
ingredient availability could be a bit of an issue, but these days if you want to you can get pretty much anything anywhere.
