It's average weapon damage and how many times it can attack in one second to get damage per one second...

(10(+5) + 16(+10)) / 2 * 1.3
(15 + 26) / 2 * 1.3
41 / 2 * 1.3
20.5 * 1.3
= 26.65

first of all it's 1.3 attacks per second not 1 attack per 1.3 seconds
2nd of all read the dmg on the weapon and you'd understand
if not well soulzek did the math for you
