I just dropped a latent sunder charm from Diablo… I thought these could only drop from heralds? Can it still be converted to a renewed sunder?

Yes it can be upgraded.

Any monster can drop them. Terrorized zone or not. Shiiiiiiiit, I had one drop off nm baal
