have u tried:
- power plan: ultimate perfomance
- turn off hardware-accelerated GPU scheduling in windows settings
- limit max fps to something sensible in nvidia control panel
- set max performance in nvidia control panel
- set max clock or voltage for ur gpu (for some cards default settings are not stable on voltage swings)

maybe try to undervolt your cpu, seen a lot of recent issues with different pc builds needing to be undervolted. youd need to google what to set your specific processor for. donno if its the issue here but seen it happen to a few different pcs recently with other games. this fixed at least two other computers for people i know that i helped fix.

using IntelĀ® Extreme Tuning Utility (IntelĀ® XTU)

you said you switched parts, did you switch mobo or cpu by chance?
