Yeah of course it matters, the 15/20 griffon is always worth more because someone may want to unsocket it and put a perfect jewel in at a later point. You have to think about the psychology of valuing items. Even if one is very unlikely to mess with the item, it feels better to have the perfect base.
Tangentially related: think about unid item prices. Mathematically, an unid item should sell for as much as an item that rolls with completely average stats. In practice, unid sells for more because psychologically, people like that chance to gamble on a better roll
