Who can drop the high-end unique warlock books?

I’ve only seen a few measured wrath books drop and have been playing HCNL since RotW launched, which is kind of silly at lvl 95 and over 225% mf.

Found one on those set piece Champions near Frozen River entrance.

I’ve been running TZ exclusively, but mostly speed farming bosses for the statues. I hear ya about rng, but I didn’t expect more jahs to drop than any of these books.
