My normal ping is between 100-200, when I get my barb 105 FCR, when teleporting, i realize that there is a lots of double cast, without moving.
Is this normal for 8 frame FCR, or it's due to my ping?

Ping obviously.

Try to edit a character for singleplayer and try 7-8-9 frames tp you will laugh

You’ll need under 100 ping to have smoother fast teleports

i tried on asia server, ping is 60-70, no double cast.

it's difficult to get games, especially if you cant type chinese or korean

They bring that shit to our servers so… bring the America to Asia

Yes this sucks, 105fcr needs less than 100 ping to not double cast.
200fcr is out of the question even then. Rubber banding and zig-zagging all over the place.
It's because of how the game's server code handles requests. Wish they'd come up with a fix because 200fcr feels so good otherwise.
