If you bind a demon with you final gear, but you don’t have a wl torch yet, once you get the torch, would your bound demon get the +3 bump? Or would you have to bind a new demon to get the current skill level?

So your demon takes whatever skills you have on when you enter a game, and that's what affects it.

It changes every game. So if you want the most out of it put a lot of plus demon skill on when you enter a game or rather when you leave a game, then when you join a new game with that gear on, it's going to get that effect.
