Yeah I figured it was missing something, just looked nice enough I didn't want to scrap it.

No I absolutely am not, I generally don't know if this is worth keeping or not, just started playing again after a 3+ year break, but thank you for your 2 cents.

Wrong forum for this, but also it's charsi because no useful staff mods + the most glaring thing wrong with it is no fcr. What you're looking for is more like enchant or fireball with fire mastery OR blizzard and cold mastery. If it doesn't have any of those skills then just charsi it.

You can keep it if it's 3 fire skills 3 enchant 3 fire mastery 2 sockets with no fcr (magic item) though.
