I’m on ps5 D2R and I only play softcore but I have a ladder char and a non ladder char which areas would I trade in for ps5 ladder and ps5 non ladder both characters were upgraded to Rotw

Yes those are the correct forums. One is non-ladder and one is ladder.

yes, those would be where you would make a thread for Playstation. There are not any separate forums between ROTW and Expansion for consoles.
I would just put ROTW/Expansion in the post somewhere to limit any confusion that might happen.
