If I got like - 75 sunder does the - 75 reroll or not after crafting?

It always rolls -70.

was not the case pre-ladder right ?
pretty sure I saw someone selling a Renewed with non-perf roll

Yeah they changed it in the patch just before the ladder reset hit.
