i think yes, but i wish it would be for non daggers only, it would make sense.

I doubt it as it is just a minor nerf and won't properly fix the OPness of lock.

They will just scale down the math of the skill.

I don't see echoing strike as that much overpowered. Yes you can beat the game with just a insight. And kill ubers with that.
BUT
Also can a hammer.
And a smitter lvl 30 can defeat the ubers with a buckler and some pdiamonds.
It sucks at clear speed. And java or light sorc mop the floor in killing speed. 1 tapping the whole screen. The same as a fire warlock.

About wapon durability it's also like blade fury, that one skill that no one ever used, it doesn't use dura neither, so it's not the first time.
