Hi,
I don't have D2R in my PS library
From PSN, there are 2 version of D2R
1. D2R - about 40USD
2. RoTW - about 25 USD

Do I need to buy the 40USD version? Or I can just buy the 25USD?

Rotw is an expansion so I would believe u need to buy d2r first but you could always try the rotw first and see if it works and if not then just buy d2r and youll have both anyway
