Like I said, the delay starts when the action is performed, not at the end of the animation. This explains why spells with delays have different breakpoints.

So does this impact the delay or does it just impact how fast you act after the delay

The delay is always 20 frames. It impacts the AF.
The speed at which you can cast it is AF+delay.
You can walk/attack during those 20 frames of delay.
