If I'm using Horazon's Set (the book gets -25% enemy fire resistance), with Obedience, will that weapon's level 21 enchant overwrite the level 30 enchant that I can use as a set bonus?

Seems quite OP together (no matter if it's level 21 or 30 enchant); -50% enemy fire res from Obedience and Horazon's, together with a fire sunder, and also being able to put 2 fire facets and a defender's fire unique jewel... -70% enemy fire res, +20% fire damage

add 2 fire opalveins with +5% each and the new sunder with -10% enemy fire res... -80% +30%

Why would you care about minimal fire damage in a echoing strike build??

"Lower level can be overwritten by higher level, but not vice versa; casting equal level will reset duration." - amazon basin

the damage is not great, but the attack rating is cool, if you needed that

Thanks. Attack rating doesn’t have an impact on echoing strike.
