If 2/3 or more other person goes first.

thought it was like this:

number of posts
earliest join date
gold amount

If you have a better score on 2 of these 3, the other person should give the item / pay for the item before you take your action.

Its a flawed system, but there's no better system (apart from mediators ofc) so this is the 'guideline'
