Am i the only one.. but act 3 just seem to have no Heralds spawning... You guys have differend luck?

You need bigger sample size.

It's random... I've done some runs where nothing spawned and some where you get 2 at the same time. It's a pretty shitty system to be honest. It's probably faster to level a character in xpac, farm for legacy sunder and convert unless you can multi account to up the nodrop chance

2% chance for any unique / champ / boss kill to draw ire
1% chance for any enemy spawned (even trash) to be replaced by herald when ire is drawn

Thats what you're up against, no way to improve it except increase droprates in p8 once they do spawn
