These are rare, that's why they are expensive. I remember trying to find one season 3, I think, to no avail...

Besides other suggestions, I always farm mine from the skeletons near pindleskin. Since I'm farming him anyway, I just turn around afterwards and farm the skeletons that rise. Always get a Monarch eventually.

I usually get them on the way when farming the countess. Countess mob can drop lots of nice stuff. If I have a ophysical build like barb or bowazon I go for pits. You'll find everything at p3+.
