I question whether this is true or whether demand simply exceeds supply for now
Unlike stuff like annis, a single person can farm rotw sunders. Players can only hold 1 copy. If you compare to anni/torch they always start out expensive and become worthless late season, to the point where people drop them for free in public games
I've heard that apparently on ladder you can find them from tier 1 heralds and the tier 4+ herald requirement may or may not be offline only
Not many people can farm sunders efficiently. Right now, almost all of the ones you've seen are random lucky drops.
To reliably farm them you have to do p8 full game clears with everyone near each other. This makes it far more likely that you'll see one (1 sunder: 60 heralds).
Only a tiny minority of the player base can coordinate that. Everyone else is limited to farming p1 tzs, which gets expensive when you look at average shard cost to see a sunder (1 sunder : 269 heralds : ~20-25 games clears : 100-125 shards).
Second, you have to commit the time to full game clears, which takes 3-5 hours depending on your build. This is out of reach of the casual player base, especially when they have to plan for ~20 game clears to see one sunder.
Third, the sunders for different elements vary in rarity, with fire/cold being the most common then lightning, then physical, and finally magic.
E.g., phys is just 3% of the drops. While you see fire and cold more often, the rest are pretty damn rare.
So, while you're right that demand exceeds supply, sunder availability can't be compared to annis and torches because it's not as simple as planning a dclone walk where everyone on the server can get an anni or solo farming keys and ubers, which have much higher drop rates and are easy to farm. Sunders are effectively going to be only lucky drops for now and for a long time imo. Most people aren't going to get to use one.
Edit: The reason you have to commit to full game clears is so that you maximize the number of t5 heralds. If you only do single acts, you'll get to t2 maybe 3 and lose out on a lot of potential drops.
