Excuse the colors being atypical; this is an idea for a new Runeword based on the famous 08 valk.
I didn't know what to call it so feel free to post your suggestion.

:::Some perspective:::
Making the 'faster cast rate' vary from 20-30% would make this runeword something people would want to reroll, but don't feel forced to do. The runes used are rather expensive early on, but attainable and compete with enigma. This would create flexibility without breaking any of the existing builds (as you have to choose between skills and 1-2 sockets from circlets. With this one, you get what you see!).
Note: I also added atk speed (20% from 30%). Forgot to add the 30%ias in the d2Lod example xD (oops)

3/3 base required (no sockets for jewels).

You're right, actually.
What do you think about the runeword Without teleport, but everything else being as listed?

I feel like it could work, but with the changes to FHR that slot may be better off being replaced with a different modifier? I haven’t PvP’d since the release of d2r so I could not tell ya

I know folks get hot and bothered over a 1.08 valk… and it had a bunch of cool looking stats… but what is it actually good for? Maybe it’s just my lack of imagination with builds.

Wouldn’t a griffons, flickering flame, 2/20 circlet or even a shako beat this on virtually every character. What am I missing?

Edit: I guess I missed the attack speed. I’m still not smart or creative enough to figure out where it would be a good fit though apparently.

Just the 30% fcr could open up some possibilities and be lategame.
Note that this also has zod in it and would make builds look different as you can use any base.

Perhaps you are right, though... and it should have 10-20% physical damage reduction as well.. so that it,
at least, beats Bulwark?

I added 20dext based on your suggestion, but I think CBF could be there
and feel like a "strictly utility-based" item.
