Terror zones definitely drop higher ilvl. Has been noticed my several streamers.

Terror Zones add +lvl to normal , champion and unique monsters base lvl not to chest , body corpses etc
What the streamers says is making confusion and speculation that is not confirmed by official information or facts just for more viewers

Yes character level 89 and above every grand charm dropped will have the potential to roll 45 life in terror zones.
41-45 Life requires ilvl 91.

Are we talking about 46-50 life
It's been the game code before d2r. Ilvl 110 can roll 46-50life.
But ilvl 99 is the maximum from baal. Even with terrorized zones max ilvl will remain 99.

So no over 45 life wont be possible in any way.

They now have 50 lifer skillers. You can get these after doing a terror zone between level 96+.

you can flip racks and get any TC85 items, open LK chests and get 41+ life charms.
you are welcome to try but ive seen proof of these
you are also welcome to try and see if those chests give zod

Racks can drop lots of stuff, but they cant drop tyrael, not even in 85 areas

Doesnt really matter what you " choose to believe", numbers are not subjective
