Did you actually go through and look at each zone? Maybe they’re activated but not actually showing activated? I’m sure you’ve looked cause you’re normally on top of it but idk

Yeah checked in the start of the event. And just checked Tombs again to make sure, sadly not active.

Not bugged. There's 10 active zones, but you count Cata 1-3, Durance 1-3, and WSK 1-3 individually. Totaling 19.

Edit: I was also expecting a rotation at some point, as well.

Well kinda makes sense. Though you did a couple of mistakes?

8 terror zones?
Durance of hate is 3. so +2
Catacombs is 4. so +3 (No idea why the hell they removed Cathedral)
Halls is 4. so +3
WSK is 4. so +3 (though it should be 5/+4 with the chamber lol)

Being 19, technically 20?
