Also, the decrep didn't proc, and I read in one of your other comments that you didn't increase IAS on purpose..which sorta makes no sense - the whole point is to get the decrep proc as fast as possible.
I don't count successful horks, I count total hork casts.

Of course, a lot was simplified. Your merc will not have 95% chance to land a hit. Sometimes even if the merc hit lands, the chilled effect might be over before the killing blow. Also, cold immunes can not be chilled and therefore will not shatter. Also, even if he successfully hits, you might kill the mob faster than 1 frame, which leads to no chill effect as well.
Didn't think about cold immunes, that makes sense, although probably statistically negligable. I think killing stuff faster than 1 frame after cold dmg is also going to be negligible statistically. Avg ttk for whole mob is slightly under 10s, and 1 frame is 1/25 of a second.

Pretty sure that formula is only for chance to freeze/chill from an items that grant "chance to freeze on hit", and not applicable to cold dmg in general. Cold damage sources will pretty much always chill except for certain unchillable enemies like death lord, or the cold enchanted monsters you mentioned previously.
