Those rules are d2 lod pvp rules adjusted for d2r.
They come from 20 years experience from the pvp community.

Nobody force you if you are too cool to follow rules, you can go "BM".

Get prepared to be BM'd back.

Those rules made pvp challenging and balanced for all characters. Anyway topic is not about rules.
