So unfortunately it goes 40 (grief) + 20 (glove) + (20 ammy) + 30 (2 os rare) = 110, meaning you can 15 ias the Stormshield to get to 3 frames. However with Phoenix you can't, so the only option here would be to use Nosferatus belt or a 120ed/45ias helm to give up some important bonuses.
That means against things that require blocking this would work perfectly, against smiters you either stay at 4 frames range 3 (or use 120/45 helm), or use Grief PB with Phoenix, or a Ebotd GPA.
Grief PB can reach 134eias 3 frame breakpoint by itself with 39 IAS and SIAS 75 Werewolf, and the 4/3/3/3/6 with 4 fpa opening (150 eias) with 72 sheet IAS, which is very easy to achieve, with 32+ IAS PB + gloves + amulet, or 37 PB IAS + amulet + 15 ias jewel.
Just realized you can 15 ias a shaftstop (have to give up Fort but you have Phoenix anyway), probably 15 ias/100AR would be best since smiters have high defense. and you want the DR anyway, unless you use Crown Of Ages but I wouldn't recommend it much.
This way you can get 45 DR, range 3, 3 FPA Grief BA with Phoenix and fully synergized Firestorm
