They are two distinct things.
Rollback drops the game without saving. Thus allowing you to do an action without the server saving that action. Sometimes this is used as a way to trade an item to someone, rollback, and now both people have that item. And thus, both are unperm until one of them poofs (an item becomes perm again when there is only 1 item ID left of the item).
Dupe is making multiple of the same item and saving the game.
While your can use rollback to make the server not save an action, and thus create multiple of an jtem, it is not the same as duping.
Again, anyone that discovered a dupe method would be smart enough to use it “correctly”. Chobot did not use it correctly
