Why would my pc have anything to do with the queue?

Since you asked, i7 8700k 2 tb m.2 SSD 32 gb ram and 1080ti...not top of the line, but I wouldnt call it lacking.

What's going to be an inexpensive starter build for the new league? Kinda want to go for some sort of traps build this time around.

I'm not the person to ask.

I usually wait until 2 minutes before launch and then try to figure it out and fall further and further behind everyone :(
