Staff with teleport charges can be found starting from act 3 normal. Will definetly use this on switch until you get cta/enigma.
Ammy / circlet with teleport charges also exist.

Naj's Puzzler has
+30% Faster Cast Rate
+35 to Energy
+70 to Mana
Level 11 Teleport (69 Charges)
