I tried to fit this item on all possible sorc builds.
It wasn’t a bad option for hybrids before sunders.
But as of now, it seems it can’t compete with other options on all builds, and it’s one of the rarest uniques so it would be hard to build around it if suddenly it became the BiS most wanted item for some reason.

It’s not “bad”. It just falls at an awkward spot if we factor in everything when we start comparing all available options.
