This is a 1h30-2h ride, depends on what time you have to invest in the week days!
Ideally you will make your game at XX:55 or XX:25 (more or less depending on how much the area takes you to clear would be XX:15 or so for me for tombs), then from XX:00 to XX:05 (or 30-35) you clear second TZ, then look up which TZ will come next, and TZ an Act where no TZ has already been done. From XX:05 to XX:30 you start clearing this act, then go to the new (3rd) current TZ, then go back to clearing the TZ Act. If you are really slow you might even get 4th TZ to pop before or right after you finished this Act.
Lets emphasize the fact that with this Herald thing, Act 4 is really a shitty Act to Terrorize, and Act 1 seems like the best to TZ. I havent made the count but I think it has the most areas and most likely also the most uniques/champs.
Act 1 full clear has ~182 unique packs + 10 supers + 3 bosses
Act 2 full clear has ~156 unique packs NOT counting the 6 fake tombs which are something smaller than the real one but I think pushes it to 200+. And then 8 supers and 3 bosses.
Not sure how many packs per real vs fake tomb but it should be more overall, tombs are all unique dense
