To at least point you in some sort of direction -
1. Try running D2R as Administrator. If this doesn't work, try running bnet as admin as well.
2. From there, take a look at your installed programs and look for game overlays. RotW has been causing issues with some people using the Xbox Game Bar, as well as those using the "Overwolf" overlay application. Overwolf in particular is notorious for causing game crashes in many titles. I have heard the odd comment about Discord overlay causing minor issues as well, so that may be worth testing. If you have any of these overlays, you can try to disable them and check that.
3. Antivirus/Anti-malware programs have also been not liking RotW for some reason, especially Avast for some reason. Adding exceptions in these softwares and possibly your firewall could be worth looking into, just be careful as always.
4. This one is a bit less likely than others, but a few people with crashes have reported that extracting the game files and running d2r with -direct -txt has helped them, but I have only seen this help in some very strange cases.
