Cold does not give +% Damage, it lowers Ressis. And now it does exactly that. If a monster is immune and it gets broken, cold will lower the ressis.
If it would not. Cold would be trash compare to lightning. Then they needed it to change to +% Damage like Fire and Lightning.
All the Time Lightning was the best build to go. Now its cold. whats the problem with that? That for once cold mastery comes to a point.
It's not, light and fire are stronger now:
Nothing has changed vs. nonlight immunes. You kill light immunes faster with a sundered charm and infinity than before. Before, most light immunes had 110% or 115% light resistance (120% and higher were unbreakable). Infinity brought them down to 93% or 98%. So, without -res% elements like griffon or facets you did 7% or 2% of your damage to them. With sundered charms:
1. No unbreakable light immune exist anymore.
2. You start at 95% - 17% = 78%. That's a buff no matter how you look at it. You do 22% percent of your listed damage. Now, count in easy to obtain items like crescent moon or flickering flame and you shouldn't have problems with any immune monster in the game.
People crying for even more want D2R to become D3 shitfest.
