https://diablo2.diablowiki.net/Breakpointsi am trying to understand the ptr notes related to druid ias. looking at the linkedbreakpoints, the werewolf druid has 4fp at 86ias (typically achieved with tomb reaver + ias)
they have now removed the cap of 75% ias and increased it to 150%.
So what exactly does that mean?
Does it mean that say I use the stormlash (+30% ias), that paired with say, level 10 werewolf @ +57ias) - that will now achieve 87ias thus reaching the 4fp attack speed? I dont entirely understand it but I am hoping this increases viability of weapons across the board.

Raised Werewolf attack speed cap from +75% to +150%
Increased speed between attacks by 40%
Does this mean that each frame on fury will be 40% faster? I.e., 6/6/6/6/10-> (40% faster) -= 3.6/3.6/3.6/3.6/6?
Does this mean that the cap being raised will allow more off-weapon IAS to actually matter at faster weapon speeds? I know there is a calculation but I am not mathed enough to do it. Will this lead to more weapons actually being viable?
edit: I should also add this note, which seems to lend credence that it's a buff:
We have rebalanced the werewolf to allow that form to reach even faster speeds than it could previously.
