I can get the second copy of battlenet to launch but the play button is hollow

Did you copy your installation folder and run the d2r launcher from both folders and kill the "check for other instances process handle" after your first d2r.exe was running?

only if you were botting or using something that read memory, like a map hack

i tried this, it worked, then when a game crashed, i couldn't reconnect to bnet.

When I login, it shows my games and my friends list, but the news area just says "we couldn't load that" and has a reload option that isn't working. I can open games, but cannot connect to bnet.

The first time it happened, i restarted my computer and then it worked.

It just happened again, but this time restarting isn't solving the problem.

any ideas?

Edit- logged out, closed all of the bnet in my taskmanager, then i relogged and it worked. i tried it earlier, no success, but did it again and this time it worked. unsure as to why.
