I know the Bo barb is true not sure about the mechanics but if that’s how the mechanics are I’d think that would apply to mosaic sins and everyone is doing it wrong lol

CTA gives oskill. Class specific (sin claws, sorc orbs, barb helms, druid pelt, etc.) gear give normal +skill.
Bonus from oskill is capped at +3 from all gear. It can be boosted from +all skills though. That's why you can have a cta with +3 bo (oskill) and a barb helm with +3 bo (class skill), and why a paladin have have a lvl 20 bo.
