He is crap, even an act2 merc with crescent moon polearm is more consistent in casting static.

I don't know if it's the most powerful, but A3 fire has enchant, and is supposed to be really good for a fire mancer (necro with fire golem, skeletons).

I also think it could be cool with a barb or a zon just for the AR / fire damage.
