Heavy boots start having a chance to be upgraded to exceptional at clvl 34 (not 33) so the required clvl 33 to gamble alvl25 is not overlapping with a problematic upgrade.
So the real optimal answer to lower the cost would be :
Heavy boots at clvl 33
7935 igg instead of 9838
And you are clvl high enough to wear edge bow, reducing the cost to 6745.

That’s a pretty good deal considering the much higher chance to roll gg 3res boots compared to what it takes to make a circ/amy gg.

I may even reconsider the ranking I previously made and say heavy boots gambled by a clvl 33 with edge bow is the best gold investment you can make in the game.
But its hard to say, cuz only 10% will be rare, and no magic boots have any value so…
But yeah, 1/20 the price of circs, and the chance to get the right affixes is more than double. Pretty solid contender even if only 10% are rares.
