Also its a very long and complicated topic, but in LoD (we cant be sure with D2r yet) fools claws are slightly worse than they 'should' be, because whirlwind is glitchy and doesnt switch which weapon is used for some parameters, namely attack rating, at the same time it switches which is active for damage and other modifiers. It only switches and updates AR whenever you land a hit, not when it switches weapons. So if you have one claw with much higher ar than the other, you'll wind up doing way more swings with the lower AR claw as it keeps swinging and missing and not switching. But obviously no difference if your two claws are identical
