Naked or low-gear Physical characters won't be "farming" everywhere efficiently, they'll be trudging along waiting hours for things to melt.

Not the case with Cold sorc my friend. Cold with Sander and low-gear is maybe only matched by Hammerdin in how cheap it can actually farm the entire game.

So it change nothing.
Blizzard and hammer still the best starter
And light sorc still best later. And i'm pretty sure, later, fire sorc > cold sorc with sunder and late game stuff.

Because, as you said, to farm efficiently, you don't only need to farm everywhere. You are constrained by the mechanics of your builds. And cold builds are weak later due to cd, aoe, range of orb, blizzard's misses etc

of course this retard thinks its good. He cried since day one that this is how it should work when the charms were announced. The devs cater to this man and only this man. We are playing Diablo 2 Llama of Destruction.

Tz zones? in the game because he cried the grind to 99 was to hard on him.

I'm talking about how viable the build is even with low-end gear. Cold having built-in -Resist from CM is very powerful and budget-friendly in the context of having a Sunder Charm available. CM is all the -Res you'll need, in one skill available at level 30.

Sure, Sunder helps other builds like Fire and Light Soso, but not out of the box like Cold Sorc.

What do Fire and Light need to do to really take advantage of Sunder? Infinity (1/5 penalty when breaking), Facets, Crescent Moon, Phoenix, Griffons?

Not even a comparison in the budget differential.

Copypasted and bolded the key word:
Sundering Charms
Conviction and Lower Resist effectiveness will be 1/5 effective even after a Sundering Charm's applied effects. (This change will go into effect on October 6 once Ladder Season Two begins).

The word Even here is very important. This means that Infinity is still 1/5 if you don't have a sunder.
