They held BBs head underwater until the bubbles stopped with that radius.

Without the patch downloaded and with the very next line being how they don't understand how blood oath works at all, its 10x more likely they just set the radius to 1/1.5/2, because thats how current parameters are glitched
No caster-centered spell in the game uses that uses yard scaling has 1-2 yard radius because that's so small it would fail to hit at melee range. That's when it starts mattering if the aoe includes the demon's size and extends past it, because along diagonals a size 2 unit has 2 tiles to the nearest possible center tile which is 1.33 yards, and 3 tiles to a size 2 unit along diagonals which is 2 yards. There are a few spells in the ~2.33-2.5 yard range at their lowest levels and they're pretty hard to land but they only work because they are centered on a non-collision tile, ex poison explosion / level 1 corpse explosion which can be cast immediately under enemies, or level 1 curses cast on top of them.

How would a budget geared version would look like in the upcoming patch ?
The only expensive item will be enigma , what will be the rest of the items ( the very cheap ones ) ?

It works a lot worse now because you can't get 'free conviction'. You need conviction, you need sunder. RotW sunder was stupid expensive but LoD sunders kept it affordable because of the oversight that they existed alongside it, now codified into real drops. But its still 4 high runes + ist/mal as a hurdle instead of just 2 high runes.
blood boil in last ladder was pretty affordable, putting insight on merc and conviction urdar and enigma as only big expense, cta as the eventual upgrade, otherwise pretty bare bones stuff.

Without infinity the damage is gonna take a big hit. You could use a dreadfang a5 merc on a max tainted build, but without conviction the tainted can't scratch immunes and are heavily gimped vs non-immunes. If you use a bound demon with cursed + holy freeze, you don't get much out of a non-infinity merc.
