with an orb build you can skip ice bolt synergy and pretty comfortably go ~7 firewall / ~7 static, or even put a few points into nova for the last tickle on toorc
blizzard build wants to be a lot more greedy with synergy points
especially relevant if you want to set up a crusher with the least effort around level 75
I still wouldn't go 15 teleport to save points though. You're doubling its mana usage if you do, and it becomes an issue.

if you go 20 tele / 1 firewall / 1 static / 1 fire mastery / 1 light mastery / 1 nova, 0 warmth, 0 frozen armor, then at level 75/80/85 you'll have 1100 blizz + 430 blast / 1248 blizz + 696 blast / 1397 blizz + 800 blast. Compared to orb that deals shards of 275 with 1 point ice bolt.
but having only 1 firewall / 1 static sure makes it a lot harder if you get bad spawns in hell a2.

so overall I'd say orb build favors more versatility when you get into problem areas, but blizz build kills travincal faster.
also blizz is more reliable against trav when there are a bunch of cantors or ghoul lords with an inopportune spawn. They will block frozen orb shards and reduce your damage output by simply getting in the way. With blizzard, you can shotgun off them
