tf? no. It's the game's mechanics. he killed an mlvl 26+ unique monster (probably a preserved dead) and got a lucky drop for an item with an ilvl of 26 or 28. Blizzard doesn't give a fuck if people play or not, as long as they bought the game and don't refund.

blizzard acquiesced and said ladder content will now be available in nonladder permanently, and enabled it in beta as well

They updated the open beta. Very new add, just before it went live

How'd you get a lv 67 item in normal act 2..? I've never found something like this in the years of me playing. Ever. And I've got like 10k hours played... seems fake but I could somehow be wrong?

Not fake I've found it in norm...it's rare but it happens.
