I did mine with 20 hard points because before I found out about the hell witches, I was going for a hephasto bind. I believe you can do the hell witch with 20 soft points.

This is the video I watched. Good info in here, kind of a long watch but worth it. He goes over all different binding options. The hell witch part is somewhere in the last 6 minutes of the video.
